This month RARSPA joined SARTA to visit with Maria Walden. Those in attendance from our group included Becky Shaw, Rosemary Comisky, and Gail Saunders. Maria Walden gave a wonderful presentation on how MRTA focuses on the ABCs: Advocacy, Benefits, and Community
MRTA membership is the best insurance policy for largest asset, your pension. Maria and MRTA are on capitol hill attending meetings, listening to bills that come up to the floor that effect or pensions and our education system. They keep us immediately informed so we can contact our representatives and senators.
MRTA's strategic plan supports the achievement of MRTA’s overarching goals which are:
Advocacy: To positively advocate to elected officials, government entities, educational associations and civic organizations on behalf of our public school retirement system and public education so that all active and retired public school personnel will be secure economically, socially, and professionally both in retirement and while working for public school districts.
Benefits: To provide our members with many benefits, including health insurance, disability insurance, life insurance, assistance with Medicare planning, and discounts on essential goods and services.
Community: To provide our members with a community of educational professionals and personnel who support public education and provide an opportunity for fellowship, social connection, and purpose in retirement. To provide support to our local communities with educational grants and scholarships for our active teachers and by performing community service in all parts of the state.

Keep an eye on these four items that will be included in various upcoming education bills:
1. Expansion of Charter Schools. (Charter schools typically have lower test scores than public schools)
2. Vouchers. (These cause problems for school planning for large and small schools. Large school are overcrowded and small schools can't afford the loss of students).
3. Teacher salaries starting at $38,000 a year. (How will that effect the teacher salary ladder?)
4. Open enrollment (Causes a burden on the local schools who have to provide transportation to schools outside of the district)

Our Pension Watchdog as of December 31, 2019, over 97,000 individuals received benefits from PSRS/PEERS. Total annual benefits paid were more than $3 billion. Legislation Report: Things are unsettled in the Missouri Senate. The Freedom Caucus has been trying to
throw their weight around . Senate Pro-tem Calab Rowden decided to strip Hoskins,
Brattin, Koenig and Eigel all have ties to the Freedom Caucus, which consists of a
group of hard-right Republican members. The group has reportedly been linked
to some tensions and filibusters in recent weeks.

PSRS/PEERS: It’s tax time again! Tax year 2023 IRS Forms 1099-R will be mailed to our benefit recipients between January 26 and January 31, 2024. If you prefer, you can download your 1099-R anytime by logging in to Web Member Services at https://wms.psrs-peers.org
IRS guidelines require PSRS/PEERS to provide these forms to our benefit recipients each year. This year, we were required to send them with a postmark no later than January 31, 2024. If you have not received your Form 1099-R by February 12, you may call us at (800) 392-6848 to request a duplicate.
The 1099-R tax document shows the total funds you received from PSRS/PEERS in calendar year 2023, the taxes withheld, and the dollar amounts considered taxable income. You will need this form when filing your 2023 income tax returns. If you have a professional tax advisor, we suggest that you make this information available for his or her review.

10 Ways to Love Your Brain:
- Break a sweat. Engage in regular cardiovascular exercise that elevates your heart rate and increases blood flow to the brain.
- Hit the books. Join a book club, take a class at a local college, community center, or online.
- Butt out. Quit smoking if you haven’t already
- Follow your heart. Watch out for factors related to heart disease such as obesity, high blood pressure and diabetes.
- Heads up! Take precautions against head injury. Wear a seat belt, use a helmet when playing contact sports or riding a bike, and take steps to prevent falls.
- Fuel up right. Eat a healthy balanced diet that is lower in fat and higher in vegetables and fruit.
- Catch some Zzz’s. Not getting enough sleep due to conditions like insomnia or sleep apnea may result in problems with memory and thinking
- Take care of your mental health. Some studies link a history of depression with increased risk of cognitive decline, so seek medical treatment if you have symptoms of depression, anxiety, or other mental health concerns. Also try to manage stress.
- Buddy up. Staying socially engaged may support brain health. Pursue social activities that are meaningful to you.
- Stump yourself. Challenge and activate your mind through hobbies, puzzles, and games that require strategy.

Guest Speakers Michelle Griep, Christian author of early 19th century English gothic mystery and romance
Michelle Griep is an author, bloger, and occasional super-hero when her cape is clean. She was one of those "freaks" who attended poetry workshops instead of summer camp. She has been married thirty-something years and is a mother of two sons and two daughters. She homeschooled her children. The last of her nestlings has flown the homeschool nest. Now she has recently moved to Billings, MO. She continues to tutor wirting and offer workshops. She may be hosting a workshop at Billings library at the beginning of next year. She is a strong Christian, and her books reflect her faith. Most of her books take place in the early 1900s in England. She chose the farm in Billings with her husband becasue it reminded her of an English countryside, only with cows instead of sheep.

This year’s Legislator of the Year Award was given to Representative Richard Brown. Prior to his legislative duties, Rep. Brown was a public school teacher for 24 years in Kansas City Public Schools, and he is a retiree of the Kansas City Public School Retirement System (KCPSRS), where he also served as a Trustee. Rep. Brown is Assistant Minority Floor Leader in the House. He serves on the Joint Committee on Public Employee Retirement, is Vice Chairman of the Ethics Committee, and is ranking minority party member of both the House Pensions Committee and the Committee on Professional Registration. He is also running for the office of Missouri Lt. Governor in 2024. During the 2023 Legislative session, Rep. Brown played an important part in the passage of several bills that benefit retirees, including legislation that gives more flexibility to retired PSRS/PEERS retirees to work after retirement without impacting the payment of their pension benefits. Rep. Brown also worked on important legislation during 2023 legislative session to create a multi-employer retirement savings plan in Missouri, and a provision to keep the Missouri Sheriff’s Pension fund solvent.

Mr. Husting reported that the fiscal year 2023 (July 1, 2022 through June 30, 2023) investment return for PSRS/PEERS was approximately 6.4%, or, 6.2% net of all fees and expenses.
Mr. Husting reported that the five-year annualized return for the Systems for the period ending June 30, 2023 was 8.1%, or 7.9% net of all fees and expenses. The Systems outperformed the passive benchmark, which returned 6.3% for the five-year period. Guest Speakers Michelle Griep, Christian author of early 19th century English gothic mystery and romance
Michelle Griep is an author, bloger, and occasional super-hero when her cape is clean. She was one of those "freaks" who attended poetry workshops instead of summer camp. She has been married thirty-something years and is a mother of two sons and two daughters. She homeschooled her children. The last of her nestlings has flown the homeschool nest. Now she has recently moved to Billings, MO. She continues to tutor wirting and offer workshops. She may be hosting a workshop at Billings library at the beginning of next year. She is a strong Christian, and her books reflect her faith. Most of her books take place in the early 1900s in England. She chose the farm in Billings with her husband becasue it reminded her of an English countryside, only with cows instead of sheep.

This year’s Legislator of the Year Award was given to Representative Richard Brown. Prior to his legislative duties, Rep. Brown was a public school teacher for 24 years in Kansas City Public Schools, and he is a retiree of the Kansas City Public School Retirement System (KCPSRS), where he also served as a Trustee. Rep. Brown is Assistant Minority Floor Leader in the House. He serves on the Joint Committee on Public Employee Retirement, is Vice Chairman of the Ethics Committee, and is ranking minority party member of both the House Pensions Committee and the Committee on Professional Registration. He is also running for the office of Missouri Lt. Governor in 2024. During the 2023 Legislative session, Rep. Brown played an important part in the passage of several bills that benefit retirees, including legislation that gives more flexibility to retired PSRS/PEERS retirees to work after retirement without impacting the payment of their pension benefits. Rep. Brown also worked on important legislation during 2023 legislative session to create a multi-employer retirement savings plan in Missouri, and a provision to keep the Missouri Sheriff’s Pension fund solvent.

Mr. Husting reported that the fiscal year 2023 (July 1, 2022 through June 30, 2023) investment return for PSRS/PEERS was approximately 6.4%, or, 6.2% net of all fees and expenses.
Mr. Husting reported that the five-year annualized return for the Systems for the period ending June 30, 2023 was 8.1%, or 7.9% net of all fees and expenses. The Systems outperformed the passive benchmark, which returned 6.3% for the five-year period. The Missouri General Assembly began the 2023 Legislative Session on January 4, 2023, and ended on May 12, 2023. There were around 2,300 bills introduced this year. MRTA monitored 276 bills. Truly agreed and finally passed legislation is legislation that has been approved and passed by both bodies and is on its way to the Governor’s desk. Legislation takes
effect on August 28th unless otherwise noted.
Today, (August 28th), as in years’ past, marks the effective date for most of the bills that the General Assembly passed earlier this year. Missouri residents will witness a significant turning point as several crucial laws take effect. These legislative changes aim to improve the quality of life for all Missourians, bolster our communities, and pave the way for a brighter future in the Show-Me State.
The laws that become effective on August 28, 2023, address a wide spectrum of issues, showcasing the commitment of our lawmakers to meet the diverse needs of our state's residents. Notable highlights among these include:
· Senate Bill 20 (SB 20) and Senate Bill 75 (SB 75) introduce several changes to the school retirement system, which include:
1. 2.55% Benefit Factor: SB 20 establishes a 2.55% benefit factor for PSRS retirees who have worked for 32 years or more.
2. Earnings for Retired Teachers: Starting from August 28, 2023, until June 30, 2028, these bills permit retired teachers working in non-certificated positions to earn up to 133% of the annual earnings limit that applies to Social Security recipients.
3. Extended Work Period for Critical Shortage Retirees: The legislation allows critical shortage retirees to work full-time for up to four years in certain districts.
4. PSRS Eligibility for Speech Implementers Assistants: SB 20 maintains PSRS-eligible status for speech implementers hired before August 1, 2022, who continue to work as speech-language pathology assistants after August 28, 2023.
5. Benefit Adjustment for Same-Sex Domestic Partners: Additionally, the bills enable retirees who had nominated a same-sex domestic partner as a beneficiary before September 2015 to increase their monthly retirement benefit to the amount they would have received if they had not chosen reduced monthly benefits under specific circumstances.
The House and Senate return to veto session in September.

- SB 190 (Reduction of Retirement Income Tax / Homestead Property Tax)
- Starting today, SB 190 becomes active and expands the qualifications for deductions related to specific Social Security income and retirement income. This includes income from pensions like PSRS and PEERS. The significant change is the removal of income limitations on this deduction.
- In simpler terms, if your public pension income in Missouri, including PSRS and PEERS pensions, doesn't exceed the maximum allowed amount (which is currently set at $36,976), you won't have to pay state income tax on it. There are no restrictions based on your income level or filing status for eligibility.
- SB 190 introduces a provision that permits a county to vote on granting a property tax credit to homeowners eligible for Social Security benefits who live in that county. This credit will be calculated based on the difference in their property tax liability from the year they became eligible for Social Security.
- However, it's important to note that the language of this law lacks clarity on some essential implementation aspects. This ambiguity may lead to potential legal action regarding how the law will be applied and interpreted, particularly concerning its impact on future increases in school property tax liability for eligible taxpayers in counties where this credit is approved.
- An important change that could impact all our members dealing with motor vehicles and the use of cell phones.
- SB 398 (Operation of Motor vehicles while using electronic communication devices.)
- Effective immediately, SB 398 enforces a comprehensive ban on texting and most other mobile device activities while driving, irrespective of the driver's age. However, this law permits voice-only phone calls using voice-activated or hands-free features in non-commercial vehicles. It's important to note that the law does not apply when a vehicle is legally stopped or parked.
- Under SB 398, drivers are prohibited from:
- Physically holding or supporting a cell phone with any part of their body.
- Manually typing, writing, sending, or reading text-based messages.
- Recording, posting, sending, or broadcasting videos, including video calls and social media posts.
- Watching videos or movies while driving.
- It is essential for all Missourians to familiarize themselves with these new laws to understand their rights, obligations, and the opportunities they bring. Detailed information about these legislative changes is available at www.house.mo.gov.

What is sleep? Sleep is a condition of body and mind that recurs for several hours each night in which the eyes are closed, the muscles relaxed, the brain wave activity is altered, and consciousness of the surroundings is suspended.

What is sleep? Sleep is a condition of body and mind that recurs for several hours each night in which the eyes are closed, the muscles relaxed, the brain wave activity is altered, and consciousness of the surroundings is suspended.
Sleep disorders include: Sleep Apnea, Restless Limb Syndrome, Parasomnias
Sleep testing is the way we measure the sleeping body which includes monitoring brain waves, heart, eye movements, chin and leg movements, blood oxygen, breathing monitored.

Our RARSPA unit had 6389 volunteer hours, $29,341 cash donations, and 3,596 donated items for 2022.
Volunteer hours are worth $29.95 for 2023.

Social media is used as a fun distraction for some people, and taking a Facebook quiz may seem like a harmless way to pass the time. But are you giving away more information than you think?
How the Scam Works
A fun quiz pops up on your Facebook feed or another social media platform. A few questions are answered to prove how well you know a friend.. Or a short personality test is offered to match with a character from a favorite TV show.
These quizzes appear to be meaningless, but the intent behind them is to collect information. For example, questions like" "What was the first car you owned?" "What is your mother's maiden name?" or "What is the name of the street you grew up on?" These are common security questions for insurance, banking and credit card accounts. Sharing this information can lead to accounts being hacked, and personal and financial information being stolen.
Not all social media quizzes are data collection scams; however, BBB cautions users to be careful about what they share online and to check the privacy settings on the account. Social media data and quiz answers can be used to steal identity or enable a scammer to impersonate you to your friends and family.

Individuals should be at least 60 years old and volunteer a minimum of 25 hours per year. Deadline to submit nominations is March 20, 2023. MRTA cash fro Classrooms helps provide financial means for educators to create experiences that enrich and enhance student learning. Units raise funds within their area to participate and are required to raise a minimum of $100 per DonorsChoose project they wish to fund. MRTA will match dollar for dollar all raised funds up to $100. More information can be found on the MRTA website, under Membership Committee.

- Retirees are financially far better of than they would be under a 401(k) plan
- School are better off because they have veteran teachers.
- Student are better off because they have veteran teachers.
- Communities are better off because retirees spend their pension benefits in the community, and those expenditutes are multiplied.
- Every county in Missouri is financially better off
- The State's economy is enriched by $3 billion annually. Any changes to PSRS's retirement benefit calculations resulting in a reduction of benefits will negatively impact Missouri's economy, and negatively impact every county in Missouri. Let's not do that to our children's future.

The Republic High School Learning Center at OTC-Republic Campus
The Republic School District has piloted a new off-site program this fall to provide intense intervention for students at risk of not graduating on time. The Learning Center serves up to 20 sophomores and juniors. The new option is located at the Republic campus of Ozarks Technical Community College and serves to fill a gap in services. There are a lot of supports in place to help freshmen and senior, but there were less targeted specifically for sophomores and juniors. The Learning Center provided a way to connect the students on an individualized basis and provide them with what they need to be successful in high school. It provides extra help for students who may be, for whatever reason, not connected to school or fallen behind because of some life event. Others may be overwhelmed in a traditional high school setting with 1,550 students.
Fast Track Program at the OTC-Republic Campus
Fast Track provide tuition-free education and training to eligible adults. The State of Missouri created the program to grow our skilled workforce and increase access to higher education. More than 90 OTC programs qualify for Fast Track, including Gold Collar Jobs and programs in the new Plaster Center for Advanced Manufacturing. Missouri Retired Teachers Association and Public School Personnel, the largest retired public school personnel association in Missouri, is pleased to announce partnering with the firm of Steven R. Carroll and Associates as their new external lobbyist.
Governor Parson asked the legislature to add $177 million to fully fund the foundation formula, $233 million for school transportation needs, $32 million to expand the Career Ladder Program, and Continue the Teacher Baseline Salary Program that raised teacher pay from $25,000 to $38,000 per year.
Parson also requested $56 million to expand to pre-kindergarten options to all four-year-old children eligible for free and reduced priced lunch at no cost. To further strengthen the child care network, he includes $78 million to increase child care subsidy rates and establish three new child care tax credit programs.
Governor Parson also recommended several key investments in workforce development and higher education, including $800,000 for Governor Parson's Fast Track Program that our guest speaker, James Barwick, told us about.

RARSPA has 25 paid members for 2023. Almost all of them have also paid MRTA. Even though MRTA suggested that members could write one check for both the unit dues and MRTA dues, after a discussion we decided that it is better and easier for members to renew their dues on their own.
