RARSPA BUSINESS MEETING MINUTES
OCTOBER 29, 2020
The meeting was called to order by president Becky Shaw at 9:10 am. The members attending were Becky Shaw, Lisa Jones, Jenifer Young, Janice Gumerman, Wilena Farwell, Kerry Welch, Rosemary Comisky, and Jeanie Kendrick. Jason Perkins, the Executive Director of Operations for the Republic R-III School District, was the guest speaker.
Jason Perkins informed us how the district was making the necessary safety precautions for students and staff during this COVID-19 crisis.
Jeanie Kendrick, Treasure, reported that we have $895.37 in the RARSPA account.
Kerry Welch, the Community Service Chairperson, reported that People Helping People need donations of soup, .especially chicken noodle soup and tomato soup. PHP Food donations accepted Tuesdays from 9:00 am – 12:00 pm at 210 N. Pine Avenue, Republic. We are also open for donations on every second Saturday of the month (except May and December) from 9:00 – 11:00 am. Food donations are also accepted during normal business hours at Hines Street Pharmacy, 1173 E. Hines, Republic, MO. Please note we are not accepting clothing donations until further notice. The Republic Pregnancy Resource Center needs sleepers, girls’ clothes (newborn to 2T), and toys for newborns. RPRC accepts donations Monday through Thursday from 10 am to 4 pm.
Jenifer Young, the Legislative Chairperson, reminded us to vote. Jeanie Kendrick, Membership Chairperson, reminded us that October is MRTA renewal month. She also said we could mail in our local dues and scholarship donations to her home address, which is on the contact page on our website.
Lisa Jones, our Retirement Chairperson, reported on the Set Contribution Rates for 2021-2022. The Board voted unanimously to maintain the contribution rate for PSRS at 29% and PEERS at 13.72%, as recommended by the actuary.
Set January 2021 Cost-of-Living-Adjustment (COLA): In accordance with the Systems' Funding Policy and the recommendation of the actuary, the Board voted unanimously to grant a 2% COLA for January 2021.
Wilena Farwell and newly organized scholarship committee reported that we need to decide what type of candidate we will be looking for this coming year. We decided to set up another meeting on November 12 to discuss these details.
Ann Webb, Information and Protective Services Chairperson, was unable to attend. However, she sent a report on a BBB scam alert. The COVID-19 pandemic has more people than ever ordering from Amazon. And, of course, scammers are finding ways to cash in on the trend. Con artists are posing as Amazon employees, calling people, and claiming to need information about their account. And if that wasn’t tricky enough, scammers are spoofing BBB’s phone number to do it! The rest of this article is on our Information and Protective Services page.

SEPTEMBER 24, 2020
The meeting was called to order by president Becky Shaw at 12:36 pm. The members attending were: Becky Shaw, Jenifer Young, Anna Webb, Kerry Welch, Susan Holland, Susie King, Lisa Jones, Wilena Farwell, Rosemary Comisky, and Gail Saunders. Mary Beth Shively Jackson zoomed in representing the Republic Pregnancy Resource Center and Susie King was the representative from People Helping People.
Susie told the group that PHP were taking food orders by appointment since the COVID-19 pandemic, and they were working with a “skeleton crew” at the center. They were no longer taking clothing or household supplies, because they no longer had people coming in to “shop” for items. Due to COVID-19, the Post Office did not hold the annual food drive that benefits PHP; therefore, the food pantry was “stressed”. They did get a COVID-19 grant to help restock the pantry. PHP was able to purchase masks and hand sanitizer for their customers. The Annual Soup and Sandwich Luncheon held every November has been cancelled due to COVID-19, which is also a big fund raiser.
To donate to PHP, they are open every Tuesday from 9 am to 12 pm and every 2nd Saturday of the month from 9 am to 11 am. They are taking any can food items, but canned fruit and soup are especially needed. They will also take hand sanitizer in small bottles. They will take cash donations.
Mary Beth gave us an update on the Republic Pregnancy Resource Center. Despite the pandemic, they have seen success in meeting the needs of girls seeking help, and encouraging to choose life over abortion for their baby. Republic PRC is starting a new program called Alternative to Abortion. This program offers financial help for utilities, rent, and even provides a lap top to those who want to go to college. Individuals can be in the program for a year. The program also reaches out to support the fathers and encourages two parent households.
The Republic PRC is accepting volunteers. They are especially looking for volunteers for Tuesday evenings. They are open Monday through Thursday from 10 am to 4 pm and Tuesdays until 6 pm for donation drop offs. They have had a lot of donations lately for clothing items, but are always in need of diaper wipes. Currently they have a shortage of baby toys for infants. There is also a “Blessing Box” outside the facility to drop off items, including food.
The Business Meeting continued after the speakers were done.
For Community Service, Mary Beth from Republic PRC and Susie from PHP had given us current updates, and Kerry had nothing else to add, except that we can still give her donations for her to transport them to these organizations. Kerry suggested donating sleepers for Republic RPC as the weather is getting colder.
For Information and Protective Services, Ann Webb told the group about a new scam alert. Scammers are posing as “friends” on Facebook offering grants for COVID-19, but ask for a “processing fee”. Government grants do NOT require a processing fee, and this is a scam. For our Legislative report, Jenifer Young share information about Missouri Amendment 3, Redistricting Process and Criteria, Lobbying, and Campaign Finance Amendment (2020). Amendment 3 would amend Article III of the Missouri Constitution to change certain provisions of Missouri Amendment 1 passed in 2018 with 62% of the vote. Gail Saunders said that the Missouri League of Women voters say “No on Amendment 3.” Jenifer stated that there are many problems with Amendment 3 and encouraged us to read the link that she posted on our RARSPA Facebook page. Becky Shaw said she would also put the information on the RARSPA website. Becky Shaw reminded everyone to visit the RARSPA website to review the candidates Bishop Davidson and Dave Gragg running for the MO House of Representative District 130.
For the Treasure’s report, Jeanie Kendrick had sent an email to Becky Shaw that we had $875.37 in the RARSPA account. Jeanie was not able to join us, but we discussed sending out an email to members reminding them that October is MRTA renewal month, and to include Jeanie Kendrick’s address in the email to send the RARSPA local dues of $10 for 2021, since we will not be meeting in person for the rest of 2020.
For the Retirement report, Lisa discussed with the group that the MRTA newsletter indicated that we will likely get a 2% COLA for 2021, though PSRS/PEERS Board will decide at their meeting in October.
New business announcements were as follows: Pumpkin Daze is cancelled, Region 10 Annual Meeting is cancelled, and the PHP Luncheon is cancelled. We will continue zoom meetings through the end of the year, 2020.
Lisa Jones suggested that since we are not doing luncheons, that we change the time of the meetings to morning. We had a discussion about the best time for a morning meeting. Jenifer Young made a motion that we change the meeting time to 9:00 am. Lisa Jones second that motion. There was a little more discussion, and then we voted unanimously to change the time of the zoom meetings to 9:00 am and keep the same date as the scheduled meetings.
Wilena Farwell announce to the group that we received $60 from Best Choice receipts. We discussed using that money for donations.
Kerry Welch let us know that we can drop off can tabs at her front door or any other donations for Republic PRC and PHP. (Call her first, so she can watch for it.)
Lisa Jones asked if we would still meet the first week of December, when we usually have our Christmas dinner. Becky Shaw suggested that we still meet, at 9:00 am, and wear something festive, to make the zoom meeting more fun, since we will not have our usual Christmas entertainment. Becky also suggested that we discuss the December meeting and our usual donation drive for PHP at our net meeting in October.
Anna Webb moved to adjourn the meeting. Lisa joins 2nd the motion. We voted unanimously to adjourn at 1:30 pm.

Larry Wood from Joplin, freelance writer, retired educator, historian. Author of Ozarks Gunfights and other Notorious incidents. He shared some historical events that happened in the Ozarks, and shared information that he wrote about in his books. He also brought some books to purchase, for those of us who were interested.
Dave Gragg. Running to replace Jeff Messenger as representative from 130th district. He told us about himself and why he was running for office.

For our group last year, the total volunteer hours were 2847, the total number of donated items was 1056, and cash donations totaled $2426. Our group donated 739 items to People Helping People and 317 items to the Pregnancy Resource Center.
Information and Protective services.
Ann Webb gave a short report to us. The main topic was to make sure we report robocalls to attorney general.

Meeting called to order by president Becky Shaw, president
Guest speaker Dr. Chance Wistrom, superintendent of Republic school district, was
introduced after lunch. Dr. Wistrom updated everyone about the new stadium at the high
school. He mentioned that the old “bus barn” is being refurbished and remodeled to
accommodate the maintenance department which will free up space at the middle school.
The School Farm at the high school is coming along nicely. Visitors from country
government recently toured the facilities there. Plans include raising soy beans, hogs,
cattle as well as products in the green house.
New boundaries for several elementaries are in the works and will
be announced in May 2019. This will relieve overcrowding in
a few buildings.
Secondary population is growing as well.
DESE currently has no commissioner so it is difficult for any business to take place.
Changes are coming for MSIP 5 including changes to subgroups such as free and reduced
lunch. Attendance calculation is changing, along with graduation rates. Science has been
removed from the state assessment.
Business meeting continued after the guest speaker.

Guest speakers from Senior Resource Network spoke to the group. They are a group of individual who
have joined together to reach out to senior adults who need advice in a variety of areas. Doug Carter, an
attorney spoke about wills and trusts and avoiding probate. Stacy Clem is a realtor who can assist senior
adults with housing issues such as assisted living and aging in place. Haley Covey spoke on home care
and hospice. Jeremy Hewet can assist with home assessments to prevent falls.

Legislative: Jennifer Young handed out a sheet that listed MRT issues of importance on the legislative
agenda.
Membership: Barb Self reported that MRTA's goal is a 90% renewal rate. Currently Republic has a 26%
renewal rate.
Retirement: Lisa Jones mentioned an upcoming retirement workshop on Saturday April 14th

Becky explained about our new official mascot, Marty the bulldog. She took pictures of Marty at the meeting to add to the "Where's Marty" feature on the RARSPA website and Facebook pages.
Our minutes from the September meeting are on the RARSPA website. Janice Gumerman and Jeanie Kendrick were both absent from the meeting. The treasury balance is $939.67, but that does not include the money raised at Pumpkin Daze.
A discussion was held about the Pumpkin Daze fundraising efforts and how to increase the revenue collected. Becky is going to collect books for the sale during the next year and we we will need to raise the prices of the books. We need uality books in good condition to sell in the booth next October. The focus needs to be on raising funds for our scholarship and not just on a community service event to provide people with books. Barbara Self will pass a basket at each future meeting for collections to benefit the scholarship fund and the target goal is to have %500.00 raised by April 2018. We only have $424.00 left to collect.
Committee reports were given by the committee chairpersons. Kerry Welch reported that we will collect one personal hygiene item and one food item for PHP at each meeting. She also shared information about the upcoming Pregnancy Care Center events and reported that they need preemie and newborn clothing for girls.
Anne Webb gave a report about information and protective services. She referred to a document about current smart phone scams and said the article will be placed on the RARSPA website.
Jenifer Young gave the legislative report and gave information about a young man running for state legislator, Tyler Gunlock. Jenifer also reported on the MRTF silent auction and encouraged each MRTA member to donate $10 to the foundation to help fund the MRTF classroom grants. The recent Region 10 meeting in West Plains raised around $600 for the MRTF grant program.
Barbara Self reported on member services. American Education week is November 13-17 and we will provide snacks during this week in each Republic School building and also the bus barn for teachers and school district employees.
October is membership renewal month and she strongly encouraged the members to use the automatic withdrawal option to renew their membership. She also mentioned that gift memberships ight be given as presents to current teachers and also retired personnel.
Discussion was held about the upcoming RARSPA Retired Educator Appreciation Reception on November 15, 2017 hosted by Republic Schools. It was discussed how the email addresses were collected and shared with the school district so that retired personnel could be invited.
Upcoming events were discussed and Lisa Jones gave information about the People Helping People Luncheon that members are working next week on November 2. Also discussed was the upcoming Region 10 training at Ozark on November 3. Information was given about the Christmas Dinner on December 7 at the First Baptist Church at 11:30 am. The entertainment will be provided by the Republic HS Show Choir and the meal will be catered by Maggie Mae. The cost of the meal will be $12 and an invitation with all the details will be emailed closer to the event. RSVPs will need to be made by November 30.

Guest speaker Mary Jackson, director of Pregnancy Resource Center in Republic, shared information with the group about the services available at PRC. Volunteers are always needed. The emphasis in counseling women in crisis pregnancies is on parenting and adoption, Clients are provided with resources in return for taking some classes. Women are continued to be supported up to a year after giving birth.

The program was presented by Professor Kelly Johnston from Aurora, MO. The topic he spoke on extensively was the architecture and style of Frank Lloyd Wright.
The meeting was called to order at 2:00 pm by President Becky Shaw. The Secretary's minutes are posted on the RARPSA website. The Treasure's report stated $1781.35 in the RARSPA account.
Committee Reports
Community Service: Kerry Welch and Leann Esterline reported that current needs for People Helping People include bar soap, shampoo. Needs for Pregnancy Resource Center include baby boy receiving blankets and size 3 diapers.
Information and Protective Services: Ann Webb reported on information related to computer hacking and viruses. A misspelled URL can trigger a computer virus. This is especially true for commonly used websites such as Google. Also, sometimes typing con instead of com will trigger a virus. Legislative: Jenifer Young reported that the last day for the current legislative session is May 26. MRTA has accomplished many things this year. More information is included on our RARSPA Legislative webpage.
Membership: Jeanie Kendrick reported that invitations have been sent to new retirees to join RARSPA and MRTA. The invitation included an invitation to the RARSPA Ice Cream Social Retired Educators Day Celebration.
Retirement Report: Lisa Jones said there was nothing new to report. In their last letter, PSRS-PEERS reported there were no legislation passed that had a negative impact on our retirement system. More information is included on our RARSPA Retirement webpage.
Activity Reports: Ice Cream Social is planned to Celebrate Retired Educators Day on Thursday, June 8, at 6:30 to 7:30 pm at the Republic Community Center, Room A on Miller Road. All retired school personnel are invited. Cookies and brownies are needed. This will be a come-and-go social time, no business meeting.
Old Business: New retirees were contacted from Republic, Willard and Ash Grove. Walnut Grove did not have any retirees. New retiree lists were sent to MRTA.

Scholarship Committee: Wilena Farwell reported that the deadline for the 2017 Scholarship application is May 31st. They have received one application so far.
Distinguished Retiree: Jenifer Young was nominated for Distinguished Retiree.
Fall Delegate selection: Becky Shaw said she would go as the delegate and encouraged others to attend the Annual MRTA Fall meeting.

Committee Reports
Community Service: Kerry Welch and Leann Esterline reported that current needs for People Helping People include bar soap, shampoo. Needs for Pregnancy Resource Center include baby boy receiving blankets and size 3 diapers.
Information and Protective Services: Ann Webb reported on information related to computer hacking and viruses. A misspelled URL can trigger a computer virus. This is especially true for commonly used websites such as Google. Also, sometimes typing con instead of com will trigger a virus. Legislative: Jenifer Young reported that the last day for the current legislative session is May 26. MRTA has accomplished many things this year. More information is included on our RARSPA Legislative webpage.
Membership: Jeanie Kendrick reported that invitations have been sent to new retirees to join RARSPA and MRTA. The invitation included an invitation to the RARSPA Ice Cream Social Retired Educators Day Celebration.
Retirement Report: Lisa Jones said there was nothing new to report. In their last letter, PSRS-PEERS reported there were no legislation passed that had a negative impact on our retirement system. More information is included on our RARSPA Retirement webpage.
Activity Reports: Ice Cream Social is planned to Celebrate Retired Educators Day on Thursday, June 8, at 6:30 to 7:30 pm at the Republic Community Center, Room A on Miller Road. All retired school personnel are invited. Cookies and brownies are needed. This will be a come-and-go social time, no business meeting.
Old Business: New retirees were contacted from Republic, Willard and Ash Grove. Walnut Grove did not have any retirees. New retiree lists were sent to MRTA.

Scholarship Committee: Wilena Farwell reported that the deadline for the 2017 Scholarship application is May 31st. They have received one application so far.

The next RARSPA Business meeting is Thursday, August 31, 2017 at 11:30 am at Calvary Baptist Church. BBQ dinner will be catered by Bob and Angie Merritt at a cost of $10 per person. Guests for the meeting today were the members of the Student Leadership Team at Republic High School who spoke about the purpose of the team and some of their activities. Dr. Chris Grauf is the sponsor for this group and accompanied the students. Each of the four students spoke about some of the reasons they believe are important in developing this group such as ownership by students, community service, giving back, developing student talents and abilities, inclusiveness, positive culture and kindness. Many of the goals are taken from Steven Covey’ s book The Seven Habits of Highly Effective People. Dr. Grauf also spoke about his involvement in this team of students and what he hopes to see come of it. Superintendent Chance Wistrom was in attendance and he answered questions from the audience.

This month was our Chirstmas Dinner. The meal was catered by Maggie Mae. The entertainment was provided by the Republic High School Show Choir.
President Becky Shaw called the meeting to order at 12:30. Treasure report stated that there was $1707.86 in the RARSPA account. Last month's minutes are posted on the RARSPA website. Jenifer Young announced Legislative Day is February 15. There is a $15 charge for the bus per person. Meet the bus at 7:00 am at Sam's Club on East Sunshine. Items were collected for PHP. Many members renewed their local RARSPA membership and paid their dues for 2017.
Next meeting will be January 26, 2017 at Heady BBQ.

Al Cummins introduced Suzette Burchfield to our group during lunch. Suzette is a ember of the board at the Republic Senior Center. She is a PEERS retiree having worked as a teacher's aide at the Co-op. We welcome her. Others in attendance were: Janice Gumerman, Kerry Welch, Ann Webb, Rosemary Comisky, Becky Shaw, Phyllis Feyh, Betty Mason, Bev Vernier, Wilena Farwell, Lisa C. Jones, Mary Ann Swift, Jeanie Kendrick, and Gail Saunders.
President Becky Shaw called the meeting to order at 1:00. She introduced Tim and Melanie Selvey with Damsel in Defense. Since Tim and Melanie had addressed our group in the past, this time they showed new merchandise and reminded us of the difference between using pepper spray and a stun gun. the also spoke about protecting children. They suggest we teach our children to go to a mother with a baby for help if they become lost or feel threatened. For more info go to their web site: Defensepros.net.
To inform the members, Becky asked Lisa Jones for an update on Cindy Crabree's son, Jeremy. His chemotherapy is not working as they ad hoped it would. He is now on his was to Mayo Clinic.

The treasury has $1641.92. Jeanie reported that the book sale during Pumpkin Daze raised $560. Our booths cost $90, so we had a profit of $470.
Legislative Report: Jenifer stated that MRTA does not endorse candidates. It does put out information about issues that affect education. You can find sample ballots at the MO Sec. of State web site.
Membership Report: RARSPA dues for 2017 are $10 and need to be paid to Jeanie Kendrick by Jan 1. Joining the membership committee is Janice Gumerman.
Community Service Report: Kerry told the group that for December the Pregnancy Center needs: diaper wipes and hats, gloves, or mittens for children from birth to 2 Toddler. She also said that for our Christmas party, please bring cake and cookie mixes to be given to People Helping People.
Protective Services Report: Ann said we should not be afraid to post reviews of services or products on line. The Consumer Review Fairness Act protects your right to state your opinion.
Old Business: Rosemary reported that the Region 10 lottery results for MRTF grants came to $530.
New Business: Mary Ann invited all RARSPA members to the People Helping People benefit luncheon to be held Nov. 3, 11:00am-1:00pm, at Hood United Methodist Church. The cost for soup, sandwich, dessert, and dring is $6.00. Please plan to attend. Those who want to volunteer to deliver lunches to the schools are asked to contact Mary Ann after the meeting.
To fill the vacancy of Secretary, Becky nominated Janice Gumerman. She agreed to accept the position.
The fall membership drive for 2017 includes MRTA and RARSPA. MRYA dues of $35 need to be sent to the state office, but RARSPA dues of $10 needs to be given to Jeanie Kendrick. Most members give her a check for dues when they pay for the Christmas party luncheon.
The next meeting of RARSPA will be a Christmas party on Thurs. Dec 1, 11:30am at First Baptist Church on Main Street. The meal from Maggie Mae's will cost each member $12.00. RSVP by Nov. 23 at http://rarspa.weebly.com

At the end of the meal, Al Cummins and Leo Clanton extended an invitation to RARSPA to hold their luncheons and meetings at the Republic Senior Center. Lunch would be $3.75 for those over 60 and $6.00 for those under 60. The Office of Aging provides the facility for the community of Republic. Our unit would need to provide an approximate count for lunch prior to our meeting there. Since our meeting locations are set until the end of the year, this will be discussed further at future meetings.
President Becky Shaw introduced special guests, Jim and Robin Schwab from St. Louis, Janice Gunerman from Lee Summit and former principal Steve Murdaugh and new retirees: Susan King, Kathy Burton, Barb Norman, Cindy Stica, and Susan Holland. All are welcome additions to our group.
Republic School Superintendent, Chance Wistrom, was introduced and began his comments with this thought: Together we have dedicated our lives to our community.
He urged our group of retired educators to be diligent about current legislation. Public education is under attack. Pensions are under attack. Long term security helps keep teachers in public education.
He answered questions about substitute services used by Republic. He said that using PennMac is advantageous to the school district. They take care of having substitutes available and pay their ACA benefits and Social Security. Pam Hedgepath & Mr. Overstreet do evaluations for PennMac.
Asked about pre-school, Mr. Wistrom state that 125 are now served in Republic Pre-School. Also, the Republic Parents as Teachers program uses 2 full time certified teachers and 1 half time teacher.
Amendment 3 was discussed. This amendment will allow public money to go to private schools.
Superintendent Wistrom asked for our input on a "no-tax increase" bond issue that may be on the April ballot. He explained that a new artificial turf facility was needed at the new high school and the oldest football stadium new Price Elementary needed to be torn down. Please vote "yes" in April.

Legislative Chairman Jenifer Young explained that Amendment 3 and proposition A will both raise cigarette taxes: Amendment 3 for pre-schools and Prop A for roads. Missouri smokers will be expected to permanently finance issues that should be voted into law by legislators. Please vote "no" on Amendment 3 and proposition A.
Membership Chairman Jeanie Kendrick reminded members that e-mail addresses are needed in order to get information out to new retirees. Jeanie also urged members to carefully read Amendment 4. This amendment would nullify the law that was passed to place a tax on services. Her husband has a lawn service and would have to collect taxes. She hopes that you will vote "yes" on this amendment.
Retirement Chairman Lisa Jones suggested that all members "like" PSRS/PEERS on Facebook for updates.
Community Service Chairman Kerry Welch asked all members to keep track of volunteer hours and items donated. Each month a different school benefits from our donations. The People Helping People luncheon fundraiser will be held Thursday, Nov. 3 from 11:00-1:30 at Hood United Methodist Church, 139 N. Walnut, Republic. Our group has been asked to help deliver the meals to the local school buildings.
Protective Services Chairman Ann Webb reminded members to never give your Medicare number to anyone who calls you offering free leg braces, etc.
The Pumpkin Daze Book Sale booth needs workers. Please help two hours on Sat., Oct 1, between 7 am - 5 pm. Money raised at last year's book sale provided a $300 scholarship that was given to Rachael Dutton. She is a college student with a major in education.
New business included Rosemary Comisky extending an invitation to the Region 10 annual meeting. It will be held Friday, Oct. 21 from 9 - 2 at First & Calvary Presbyterian Church, 820 E. Cherry, Springfield. President Becky Shaw asked members to suggest items for a basket that RARSPA will donate to the Foundation during this meeting. Many members thought the basket should include chocolate items. Please bring donations for the basket to Calvary Baptist Church library on Thursday, Oct 20 at 3:00.
Jeanie Kendrick reminded members that the MRTA fall membership renewals have been sent out. Please respond quickly. Perhaps you will sign up for automatic payments. Every time MRTA has to send out reminders, it becomes very expensive.
A new Sunshine Lady is needed. This member sends out birthday cards and sympathy cards. Ann Webb was nominated and graciously accepted this very important position.

The RARSPA annual picnic was held at Calvary Baptist Church at 11:30, Thursday, August 25, 2016. After a delicious lunch of barbeque, baked beans, slaw, raw veggies catered by Bob and Angie Merrit; and cake, we indulged in dark chocolate brownies made by Lisa Jones.
The meeting was called to order by President Becky Shaw. Jones, Ann Webb, Wilena Farwell, Audrey Bridges, Janice Gumerman, Jeanie Kendrick, Phyllis Feyh, Julia Mooneyham, Tracy Bobbitt, Dana Young, Denise Yearta, Rita Donica, Betty Jean Mason, Becky Shaw, Chance Winstrom, Jeff Messenger, Jim Kreider, Barbara Self, and Gail Saunders.
MRTA Executive Director Jim Kreider announced with pride that the Missouri Retired Teacher Association has over 25,000 members with 600 new this year. Mr. Kreider was most concerned that the PSRS/PEERS Board of Trustees voted in June to change their policy concerning COLA’s for retired teachers. Because return on investments has been 4% in 2014/2015 and 0% in 2015/2016, the PSRS/ PEERS board decided that in order to maintain funding and not increase contributions of current teachers, there will be no COLA (Cost of Living Adjustment) for retired teachers if the CPI (Consumer Price Index) stays below 2%. This policy as written will continue for the next 30 years. MRTA knows that during the last 30 years the PSRS fund has averaged 9.1%. So MRTA wants to work to change this new policy so that the COLA could equal the CPI (if less than 2%) but never be 0% again. MRTA will petition the new governor and work to get “retiree friendly” members on the PSRS/PEERS Board of Trustees.
MRTA has come out against Amendment 3, “Raise Your Hands for Children”, because: 1. It changes the Missouri Constitution making pre-schools mandatory in all of the state. 2. It will allow tax dollars to fund private pre-schools. 3. The money from the cigarette tax would be managed by a private committee with no oversight from Congress. And 4. If the cigarette tax money later decreases, the pre-school funding would have to come from public school money.
Representative Jeff Messenger was introduced. He answered many questions. “Why can’t an ethics bill get passed?” Mr. Messenger said that over 2000 bills were introduced last session. 600 of those made it out of committee and were heard on the House floor. 147 were passed and sent to the Senate. Less than 60 passed both the House and Senate. The only ethics bill forcing legislators to wait 6 months before becoming a lobbyist was put off until January by the governor. “Why does MONEY have such an effect on elections in Missouri?” Mr. Messenger said that the “term limits” bill has allowed Rex Sinquefield and others with money to influence our government by funding candidates. He thinks it is time to change this bill so that representatives and senators are allowed to serve 16 years. As it is now, new candidates are always greatly concerned with campaign financing. “Will the schools ever be fully funded?” Mr. Messenger said that now that the school funding formula has been rolled back to the 2005 rate of 5% increase per year, hopefully the $80 million deficit will be eliminated this year. “Why has Missouri been so slow to fully fund education?” Mr. Messenger said that each year supplemental spending from the year before has to be paid in order to balance the budget. That doesn’t leave enough money to fully fund the many state programs. In 2017 Managed Care takes over Medicaid which may help control its ever-growing costs to the state budget. Other supplemental spending needs to be limited to an increase of only 2%. “Will we end up like Kansas if the state income tax decreases?” Mr. Messenger said a decrease in income tax for middle income earners would be spent by Missourians and come back to the state in sales tax. Missouri has to balance its budget, so Congress must plan for expenses. “How is Missouri going to pay for road improvement?” Four ways were mentioned by Mr. Messenger: 1. We need to increase user fees that are paid by drivers: licenses, title applications, etc. 2. We need to decrease the number of roads maintained by the state. 3. We would then give more money to cities and counties for their use. 4. Local companies would take care of the roads at a lower cost for cities and counties. “What is going to happen in the veto session?” Mr. Messenger said the no one really knows, because it takes 109 representatives and senators to vote to override the governor’s veto. But he did say that the “tax on labor” bill, which requires sales tax to be collected by gymnastic centers and dance instructors and any business that gives “instructional lessons”, is one bill that he thinks will be over-turned.
Republic Superintendent Chance Winstrom spoke next. He expressed his appreciation to Mr. Messenger for supporting education and personally explaining to him the reasons behind the return to the old school funding formula. Mr. Winstrom stated that “Magic happened on Aug. 11.” The first day of school was full of excitement and purpose. All of us want the very best for every child. We make that happen by supporting public education.
MRTA president Barbara Self told a story about a very wealthy man who said that the way to influence the most people is to start on the local level. Who is that man? If you guessed Rex Sinquefield, you are right. We must keep our guard up.

Legislative – Jenifer Young reminded members to sign the MRTA petition to ask the new governor to appoint a retiree to the PSRS/PEERS Advisory Board.
Membership – Jeanie Kendrick said the MRTA/RARSPA bags presented to the new retirees at the Republic School Board meeting seem to be well received.
Retirement – Lisa C. Jones wanted to be sure all information was getting to the new retirees. Please go to the RARSPA web site and enter your e-mail address. Ann Webb added that we would celebrate your birthday, if it was also given.
Community Service – Kerry Welch reminded members that buckets will be available each month to collect pop tabs, Box Tops for Education, and Best Choice can labels. Shampoo and cleaning supplies are always needed by People Helping People. She was very pleased to see all of the baby wipes donated this month for Republic Pregnancy Resource Center.
Protective Services – Ann Webb mentioned that the ATM of Central Bank on Glenstone had been tampered with recently. Be aware. If anything looks strange, do not use any ATM. Another way to protect yourself is to triple – click your car’s lock as you are leaving. This will interfere with anyone trying to duplicate it.
Old Business:
Barbara Self happily explained that the $500 RARSPA Scholarship was awarded to Kelsey Woods of Republic, Mo. The committee was very impressed with her application, but Barbara said that she was even more remarkable in person. Barbara is very excited that Kelsey wants to be a teacher.
New Business:
The MRTA state meeting will be Wed., Sept. 14. Each unit is asked to prepare an item for the MRTF benefit silent auction or donate $75.00. A motion was made by Phyllis Feyh to send the $75.00 donation to the Missouri Retired Teachers Foundation. The motioned was seconded by Ann Webb. It carried by voice vote.

The meeting was called to order by President Becky Shaw. First on her agenda was to introduce the Mayor of Republic, Brian Buckner. He knew that English teachers were in the audience, but he wanted to read aloud an official Republic proclamation: With many whereas ‘s and therefore ‘s, he read that Wednesday, June 8, 2016 is set aside to honor all Republic Retired Educators. This proclamation was signed by him and carried the seal of the city.
Next Becky introduced our speaker, Brandon Beck, KY3 weatherman for 20 years. Brandon said that he came to Springfield from Colorado to attend Evangel College and be part of their NewsWatch team. He interned with Tom Dye of KY3 during the last half of his senior year, and 6 out of the first 9 weekends, Brandon had to announce tornado warnings! At that time a red dot was all that they had to put on the map to show where the storm was. He had to get his information off of teletype; and since TV was analog instead of digital, it was a tedious process to print storm warnings at the bottom of the screen. Things have definitely changed for him in the last 20 years. Brandon can “go live” with weather updates as they happen; and you can get your weather on your phone or from Facebook. He enjoys extreme weather, but he tries to not act too excited during his reports. By answering our questions, he shared more stories and his love for his job.

Committee Reports:
Legislative – Copies of the 2016 MRTA End of Session Report were handed out by Jenifer Young. If you would like to see this report, you can find it on the MRTA web site: www.mrta.org. We must become aware that the “Raise Your Hands for Kids” petition is going to put on the Missouri ballot a constitutional amendment that, if passed, will take public money for private schools. We must defeat this initiative. Also, U.S. House Resolution 711 is on the table to improve Social Security for teachers. Read up on this resolution. We need to ask Representative Long to sign on to support this bill.
Membership – Jeanie congratulated our new members on their retirement. We now have 90 members of RARSPA. Becky and Barbara have cards available that you can send to anyone that you would like to personally invite to join our unit.
Community Service – Kerry Welch reported on donations and read thank-you cards that she received from the Pregnancy Resource Center and the Springfield Ronald McDonald House. This year’s pop tabs helped reach a total of $2,280. The
Springfield Ronald McDonald House has received $44,880 since 1997. The Pregnancy Resource Center is raising funds by hosting a “Bubble Battle” at the Middle School track on Saturday, June 4. Later fund-raising activities will include a “Happy Feet Run & Walk” and in the fall “Bluegrass and BarBQue. Information about these activities can be found at www.Reppregnancyresourcefriends.org.
Protective Services – Ann Webb and Mary Blanche attended a MRTA workshop and learned that fraud can happen to families with young children. Parents should freeze the Social Security #’s of their children until they need credit later in
life. If their SS#’s are stolen, it might go undetected for many years. Also, they learned to not return hotel key cards. Our credit info is on that card.
State report – MRTA president Barbara Self pointed out that retired teachers and their pensions benefit the economy of Missouri by more than $2billion each year. Our legislators need to know how valuable PSRS/PEERS is to our teachers.
Rex Sinquefield has given our legislators “An Agenda for Missouri, 20 for 2020”. His 20 item agenda includes expanding charter schools and changing teachers’ pensions to 401K plans. We must fight this Missouri billionaire. To safeguard our pensions, we must read and act on all future “Call to Action” emails that we get from MRTA Director Jim Kreider!
New Business – The MRTA state meeting will be September 13 & 14 in Jefferson City. Becky Shaw will represent our unit at the delegate’s convention on Sept. 13. Many of us will want to go up on the 14 th to support “our” MRTA President Self.

The meeting was called to order by President Becky Shaw. She introduced the speaker, Barb Emge. Barb is a master gardener who specializes in herbs. Her family owns Red Barn Herb Farm which is located in Republic on West Hines
Street just 0.7 of a mile west of Hwy 174. Do you like to cook with fresh herbs? Would you like to grow your own herbs? Their green house is open by appointment (Call 732-1510), or you can find them at the Battlefield Mall Farmer’s Market (T, Th, Sat.), Farmer’s Market of the Ozarks on East Republic Road (W, Sat.) and at Branson Landing on Tuesday evenings. Barb had many herbs to share with us. She said, “Rub and Smell” the herb. To find an herb we like, we should, “Rub the leaves of the herb and then smell your fingers.” That way we can determine the flavor of the herb.

Becky Shaw reported on the many retirement parties that are scheduled. See the list on the web site. These parties are always a nice time to meet with your friends. MRTA certificates and gift bags organized by Jeanie Kendrick will be given to each new retiree at the May 19th Republic School board meeting. A one-year membership card to RARSPA will be included in the gift bags.
Kerry Welch reported that the Republic Pregnancy Resource Center is very appreciative of all the donations of diapers, etc. She also said the Resource Center recently qualified for gifts of layettes from New Borns in Need. Karen Goodin explained that the New Borns in Need facility is in the old K-Mart building behind Bass Pro. She said that volunteers cut, sew and stuff the layettes into bags Mon-Fri from 9:00-1:00. The layette bags are sent to hospitals and resource centers throughout SW Missouri and NW Arkansas. These layettes will be given to new mothers by our local resource center.
Protective Services chair Ann Webb asked, “How private is your medical record?” You do not have to sign a blanket waiver for an insurance claim. Only release the records that pertain to the procedure covered. More info is on the web site.
Barbara Self reminded the group of “Give Ozarks Day”, a 24-hour day of on-line giving, that will take place Tuesday, May 3 rd . MRTF has joined as an organization that can receive donations. Cindy Crabtree said that People Helping People and the Bag Ladies will also be on the list.
Jenifer Young reminded members that MRTA mailing labels have been sent out. Hopefully, we will send a donation to MRTF for these labels. Those donations will help fund the MRTF Classroom Grants.
Kerry Welch had information about Yvonne Heath, a Republic teacher who has served on the Board of Trustees for PSRS since 2008. She and Aaron Zalis from Rolla are up for re-election. Ballots were sent out, but you can vote online or by phone until 5:00 p.m. May 13 th . Please support these loyal educators.
Becky Shaw was chosen as RARSPA delegate to the MRTA state meeting.
Retired Educator’s Day is Wednesday, June 8 th . Republic mayor Brian Buckner will sign an official proclamation at our next meeting, our picture will be in the paper, and a Retired Educator’s Tea is being planned at the high school on June 8th .

Guests for the meeting today were the members of the Student Leadership Team at Republic High School who spoke about the purpose of the team and some of their activities. Dr. Chris Grauf is the sponsor for this group and accompanied the students. Each of the four students spoke about some of the reasons they believe are important in developing this group such as ownership by students, community service, giving back, developing student talents and abilities, inclusiveness, positive culture and kindness. Many of the goals are taken from Steven Covey’ s book The Seven Habits of Highly Effective People. Dr. Grauf also spoke about his involvement in this team of students and what he hopes to see come of it. Superintendent Chance Wistrom was in attendance and he answered questions from the audience.

The meal was catered by Maggie Mae. The entertainment was provided by the Republic High School Show Choir.
President Becky Shaw called the meeting to order at 12:30. Treasure report stated that there was $1707.86 in the RARSPA account. Last month's minutes are posted on the RARSPA website. Jenifer Young announced Legislative Day is February 15. There is a $15 charge for the bus per person. Meet the bus at 7:00 am at Sam's Club on East Sunshine. Items were collected for PHP. Many members renewed their local RARSPA membership and paid their dues for 2017.
Next meeting will be January 26, 2017 at Heady BBQ.

Al Cummins introduced Suzette Burchfield to our group during lunch. Suzette is a ember of the board at the Republic Senior Center. She is a PEERS retiree having worked as a teacher's aide at the Co-op. We welcome her. President Becky Shaw called the meeting to order at 1:00. She introduced Tim and Melanie Selvey with Damsel in Defense. Since Tim and Melanie had addressed our group in the past, this time they showed new merchandise and reminded us of the difference between using pepper spray and a stun gun. the also spoke about protecting children. To inform the members, Becky asked Lisa Jones for an update on Cindy Crabree's son, Jeremy. His chemotherapy is not working as they ad hoped it would. He is now on his was to Mayo Clinic.

The treasury has $1641.92. Jeanie reported that the book sale during Pumpkin Daze raised $560. Our booths cost $90, so we had a profit of $470.
Legislative Report: Jenifer stated that MRTA does not endorse candidates. It does put out information about issues that affect education. You can find sample ballots at the MO Sec. of State web site.
Membership Report: RARSPA dues for 2017 are $10 and need to be paid to Jeanie Kendrick by Jan 1. Joining the membership committee is Janice Gumerman.
Community Service Report: Kerry told the group that for December the Pregnancy Center needs: diaper wipes and hats, gloves, or mittens for children from birth to 2 Toddler. She also said that for our Christmas party, please bring cake and cookie mixes to be given to People Helping People.
Protective Services Report: Ann said we should not be afraid to post reviews of services or products on line. The Consumer Review Fairness Act protects your right to state your opinion.
Old Business: Rosemary reported that the Region 10 lottery results for MRTF grants came to $530.
New Business: Mary Ann invited all RARSPA members to the People Helping People benefit luncheon to be held Nov. 3, 11:00am-1:00pm, at Hood United Methodist Church. The cost for soup, sandwich, dessert, and dring is $6.00. Please plan to attend. Those who want to volunteer to deliver lunches to the schools are asked to contact Mary Ann after the meeting.
To fill the vacancy of Secretary, Becky nominated Janice Gumerman. She agreed to accept the position.
The fall membership drive for 2017 includes MRTA and RARSPA. MRYA dues of $35 need to be sent to the state office, but RARSPA dues of $10 needs to be given to Jeanie Kendrick. Most members give her a check for dues when they pay for the Christmas party luncheon.

At the end of the meal, Al Cummins and Leo Clanton extended an invitation to RARSPA to hold their luncheons and meetings at the Republic Senior Center. Lunch would be $3.75 for those over 60 and $6.00 for those under 60. The Office of Aging provides the facility for the community of Republic. Our unit would need to provide an approximate count for lunch prior to our meeting there. Since our meeting locations are set until the end of the year, this will be discussed further at future meetings.
President Becky Shaw introduced special guests, Jim and Robin Schwab from St. Louis, Janice Gunerman from Lee Summit and former principal Steve Murdaugh and new retirees: Susan King, Kathy Burton, Barb Norman, Cindy Stica, and Susan Holland. All are welcome additions to our group.
Republic School Superintendent, Chance Wistrom, was introduced and began his comments with this thought: Together we have dedicated our lives to our community.
He urged our group of retired educators to be diligent about current legislation. Public education is under attack. Pensions are under attack. Long term security helps keep teachers in public education.
He answered questions about substitute services used by Republic. He said that using PennMac is advantageous to the school district. They take care of having substitutes available and pay their ACA benefits and Social Security. Pam Hedgepath & Mr. Overstreet do evaluations for PennMac.
Asked about pre-school, Mr. Wistrom state that 125 are now served in Republic Pre-School. Also, the Republic Parents as Teachers program uses 2 full time certified teachers and 1 half time teacher.
Amendment 3 was discussed. This amendment will allow public money to go to private schools.
Superintendent Wistrom asked for our input on a "no-tax increase" bond issue that may be on the April ballot. He explained that a new artificial turf facility was needed at the new high school and the oldest football stadium new Price Elementary needed to be torn down. Please vote "yes" in April.

Legislative Chairman Jenifer Young explained that Amendment 3 and proposition A will both raise cigarette taxes: Amendment 3 for pre-schools and Prop A for roads. Missouri smokers will be expected to permanently finance issues that should be voted into law by legislators. Please vote "no" on Amendment 3 and proposition A.
Membership Chairman Jeanie Kendrick reminded members that e-mail addresses are needed in order to get information out to new retirees. Jeanie also urged members to carefully read Amendment 4. This amendment would nullify the law that was passed to place a tax on services. Her husband has a lawn service and would have to collect taxes. She hopes that you will vote "yes" on this amendment.
Retirement Chairman Lisa Jones suggested that all members "like" PSRS/PEERS on Facebook for updates.
Community Service Chairman Kerry Welch asked all members to keep track of volunteer hours and items donated. Each month a different school benefits from our donations. The People Helping People luncheon fundraiser will be held Thursday, Nov. 3 from 11:00-1:30 at Hood United Methodist Church, 139 N. Walnut, Republic. Our group has been asked to help deliver the meals to the local school buildings.
Protective Services Chairman Ann Webb reminded members to never give your Medicare number to anyone who calls you offering free leg braces, etc.
The Pumpkin Daze Book Sale booth needs workers. Please help two hours on Sat., Oct 1, between 7 am - 5 pm. Money raised at last year's book sale provided a $300 scholarship that was given to Rachael Dutton. She is a college student with a major in education.
New business included Rosemary Comisky extending an invitation to the Region 10 annual meeting. It will be held Friday, Oct. 21 from 9 - 2 at First & Calvary Presbyterian Church, 820 E. Cherry, Springfield. President Becky Shaw asked members to suggest items for a basket that RARSPA will donate to the Foundation during this meeting. Many members thought the basket should include chocolate items. Please bring donations for the basket to Calvary Baptist Church library on Thursday, Oct 20 at 3:00.
Jeanie Kendrick reminded members that the MRTA fall membership renewals have been sent out. Please respond quickly. Perhaps you will sign up for automatic payments. Every time MRTA has to send out reminders, it becomes very expensive.
A new Sunshine Lady is needed. This member sends out birthday cards and sympathy cards. Ann Webb was nominated and graciously accepted this very important position.

The RARSPA annual picnic was held at Calvary Baptist Church at 11:30, Thursday, August 25, 2016. After a delicious lunch of barbeque, baked beans, slaw, raw veggies catered by Bob and Angie Merrit; and cake, we indulged in dark chocolate brownies made by Lisa Jones.

MRTA Executive Director Jim Kreider announced with pride that the Missouri Retired Teacher Association has over 25,000 members with 600 new this year. Mr. Kreider was most concerned that the PSRS/PEERS Board of Trustees voted in June to change their policy concerning COLA’s for retired teachers. Because return on investments has been 4% in 2014/2015 and 0% in 2015/2016, the PSRS/ PEERS board decided that in order to maintain funding and not increase contributions of current teachers, there will be no COLA (Cost of Living Adjustment) for retired teachers if the CPI (Consumer Price Index) stays below 2%. This policy as written will continue for the next 30 years. MRTA knows that during the last 30 years the PSRS fund has averaged 9.1%. So MRTA wants to work to change this new policy so that the COLA could equal the CPI (if less than 2%) but never be 0% again. MRTA will petition the new governor and work to get “retiree friendly” members on the PSRS/PEERS Board of Trustees.
MRTA has come out against Amendment 3, “Raise Your Hands for Children”, because: 1. It changes the Missouri Constitution making pre-schools mandatory in all of the state. 2. It will allow tax dollars to fund private pre-schools. 3. The money from the cigarette tax would be managed by a private committee with no oversight from Congress. And 4. If the cigarette tax money later decreases, the pre-school funding would have to come from public school money.
Representative Jeff Messenger was introduced. He answered many questions. “Why can’t an ethics bill get passed?” Mr. Messenger said that over 2000 bills were introduced last session. 600 of those made it out of committee and were heard on the House floor. 147 were passed and sent to the Senate. Less than 60 passed both the House and Senate. The only ethics bill forcing legislators to wait 6 months before becoming a lobbyist was put off until January by the governor. “Why does MONEY have such an effect on elections in Missouri?” Mr. Messenger said that the “term limits” bill has allowed Rex Sinquefield and others with money to influence our government by funding candidates. He thinks it is time to change this bill so that representatives and senators are allowed to serve 16 years. As it is now, new candidates are always greatly concerned with campaign financing. “Will the schools ever be fully funded?” Mr. Messenger said that now that the school funding formula has been rolled back to the 2005 rate of 5% increase per year, hopefully the $80 million deficit will be eliminated this year. “Why has Missouri been so slow to fully fund education?” Mr. Messenger said that each year supplemental spending from the year before has to be paid in order to balance the budget. That doesn’t leave enough money to fully fund the many state programs. In 2017 Managed Care takes over Medicaid which may help control its ever-growing costs to the state budget. Other supplemental spending needs to be limited to an increase of only 2%. “Will we end up like Kansas if the state income tax decreases?” Mr. Messenger said a decrease in income tax for middle income earners would be spent by Missourians and come back to the state in sales tax. Missouri has to balance its budget, so Congress must plan for expenses. “How is Missouri going to pay for road improvement?” Four ways were mentioned by Mr. Messenger: 1. We need to increase user fees that are paid by drivers: licenses, title applications, etc. 2. We need to decrease the number of roads maintained by the state. 3. We would then give more money to cities and counties for their use. 4. Local companies would take care of the roads at a lower cost for cities and counties. “What is going to happen in the veto session?” Mr. Messenger said the no one really knows, because it takes 109 representatives and senators to vote to override the governor’s veto. But he did say that the “tax on labor” bill, which requires sales tax to be collected by gymnastic centers and dance instructors and any business that gives “instructional lessons”, is one bill that he thinks will be over-turned.
Republic Superintendent Chance Winstrom spoke next. He expressed his appreciation to Mr. Messenger for supporting education and personally explaining to him the reasons behind the return to the old school funding formula. Mr. Winstrom stated that “Magic happened on Aug. 11.” The first day of school was full of excitement and purpose. All of us want the very best for every child. We make that happen by supporting public education.
MRTA president Barbara Self told a story about a very wealthy man who said that the way to influence the most people is to start on the local level. Who is that man? If you guessed Rex Sinquefield, you are right. We must keep our guard up.

Legislative – Jenifer Young reminded members to sign the MRTA petition to ask the new governor to appoint a retiree to the PSRS/PEERS Advisory Board.
Membership – Jeanie Kendrick said the MRTA/RARSPA bags presented to the new retirees at the Republic School Board meeting seem to be well received.
Retirement – Lisa C. Jones wanted to be sure all information was getting to the new retirees. Please go to the RARSPA web site and enter your e-mail address. Ann Webb added that we would celebrate your birthday, if it was also given.
Community Service – Kerry Welch reminded members that buckets will be available each month to collect pop tabs, Box Tops for Education, and Best Choice can labels. Shampoo and cleaning supplies are always needed by People Helping People. She was very pleased to see all of the baby wipes donated this month for Republic Pregnancy Resource Center.
Protective Services – Ann Webb mentioned that the ATM of Central Bank on Glenstone had been tampered with recently. Be aware. If anything looks strange, do not use any ATM. Another way to protect yourself is to triple – click your car’s lock as you are leaving. This will interfere with anyone trying to duplicate it.
Old Business:
Barbara Self happily explained that the $500 RARSPA Scholarship was awarded to Kelsey Woods of Republic, Mo. The committee was very impressed with her application, but Barbara said that she was even more remarkable in person. Barbara is very excited that Kelsey wants to be a teacher.
New Business:
The MRTA state meeting will be Wed., Sept. 14. Each unit is asked to prepare an item for the MRTF benefit silent auction or donate $75.00. A motion was made by Phyllis Feyh to send the $75.00 donation to the Missouri Retired Teachers Foundation. The motioned was seconded by Ann Webb. It carried by voice vote.
Gail Saunders encouraged all members to car-pool to the meeting in Jeff City. We can meet at the Hwy 60 side of the Republic Wal-Mart parking lot at 6:30 on Wed. morning, Sept. 14. We need to reserve a lunch at the meeting, so please call Gail at 732-7460 by Sept. 1st to make further arrangements.
The Republic Pumpkin Daze festival will be Sat., Oct. 1. RARSPA always sells books at a booth in front of the First Baptist Church to raise money for our scholarship fund. Bring book donations to the next meeting, Sept. 29!!!!! And please plan on working a 2-hour shift during that day. Sign up at our next meeting.

The meeting was called to order by President Becky Shaw. First on her agenda was to introduce the Mayor of Republic, Brian Buckner. He knew that English teachers were in the audience, but he wanted to read aloud an official Republic proclamation: With many whereas ‘s and therefore ‘s, he read that Wednesday, June 8, 2016 is set aside to honor all Republic Retired Educators. This proclamation was signed by him and carried the seal of the city.
Next Becky introduced our speaker, Brandon Beck, KY3 weatherman for 20 years. Brandon said that he came to Springfield from Colorado to attend Evangel College and be part of their NewsWatch team. He interned with Tom Dye of KY3 during the last half of his senior year, and 6 out of the first 9 weekends, Brandon had to announce tornado warnings! At that time a red dot was all that they had to put on the map to show where the storm was. He had to get his information off of teletype; and since TV was analog instead of digital, it was a tedious process to print storm warnings at the bottom of the screen. Things have definitely changed for him in the last 20 years. Brandon can “go live” with weather updates as they happen; and you can get your weather on your phone or from Facebook. He enjoys extreme weather, but he tries to not act too excited during his reports. By answering our questions, he shared more stories and his love for his job.

Committee Reports:
Legislative – Copies of the 2016 MRTA End of Session Report were handed out by Jenifer Young. If you would like to see this report, you can find it on the MRTA web site: www.mrta.org. We must become aware that the “Raise Your Hands for Kids” petition is going to put on the Missouri ballot a constitutional amendment that, if passed, will take public money for private schools. We must defeat this initiative. Also, U.S. House Resolution 711 is on the table to improve Social Security for teachers. Read up on this resolution. We need to ask Representative Long to sign on to support this bill.
Membership – Jeanie congratulated our new members on their retirement. We now have 90 members of RARSPA. Becky and Barbara have cards available that you can send to anyone that you would like to personally invite to join our unit.
Community Service – Kerry Welch reported on donations and read thank-you cards that she received from the Pregnancy Resource Center and the Springfield Ronald McDonald House. This year’s pop tabs helped reach a total of $2,280. The
Springfield Ronald McDonald House has received $44,880 since 1997. The Pregnancy Resource Center is raising funds by hosting a “Bubble Battle” at the Middle School track on Saturday, June 4. Later fund-raising activities will include a “Happy Feet Run & Walk” and in the fall “Bluegrass and BarBQue. Information about these activities can be found at www.Reppregnancyresourcefriends.org.
Protective Services – Ann Webb and Mary Blanche attended a MRTA workshop and learned that fraud can happen to families with young children. Parents should freeze the Social Security #’s of their children until they need credit later in
life. If their SS#’s are stolen, it might go undetected for many years. Also, they learned to not return hotel key cards. Our credit info is on that card.
State report – MRTA president Barbara Self pointed out that retired teachers and their pensions benefit the economy of Missouri by more than $2billion each year. Our legislators need to know how valuable PSRS/PEERS is to our teachers.
Rex Sinquefield has given our legislators “An Agenda for Missouri, 20 for 2020”. His 20 item agenda includes expanding charter schools and changing teachers’ pensions to 401K plans. We must fight this Missouri billionaire. To safeguard our pensions, we must read and act on all future “Call to Action” emails that we get from MRTA Director Jim Kreider!
New Business – The MRTA state meeting will be September 13 & 14 in Jefferson City. Becky Shaw will represent our unit at the delegate’s convention on Sept. 13. Many of us will want to go up on the 14 th to support “our” MRTA President Self.

The motion passed by a show of hands. RARSPA will provide plates, utensils, & drinks.

The meeting was called to order by President Becky Shaw. She introduced the speaker, Barb Emge. Barb is a master gardener who specializes in herbs. Her family owns Red Barn Herb Farm which is located in Republic on West Hines
Street just 0.7 of a mile west of Hwy 174. Do you like to cook with fresh herbs? Would you like to grow your own herbs? Their green house is open by appointment (Call 732-1510), or you can find them at the Battlefield Mall Farmer’s Market (T, Th, Sat.), Farmer’s Market of the Ozarks on East Republic Road (W, Sat.) and at Branson Landing on Tuesday evenings. Barb had many herbs to share with us. She said, “Rub and Smell” the herb. To find an herb we like, we should, “Rub the leaves of the herb and then smell your fingers.” That way we can determine the flavor of the herb.
Here are some interesting things she told us:
There are 50 kinds of basil in the world.
- Catnip only affects 50% of cats.
- Chives do best when you clip the plant within 1” of the ground up to 4x a year.
- If you want to see caterpillars turn into butterflies, dill, fennel or parsley are good host plants.
- Lavender needs well drained soil. Surround it with white rocks or white sand to increase oil production.
- Mint is a hardy “weed”. Plant mint in a long, narrow container. Pull the plant and cut back the roots every few months.
- Italian oregano has the most flavor.
- Lovage has a strong celery flavor.
- French tarragon will taste like licorice and will tingle on your tongue.
- Rosemary needs humidity. Don’t over water it. Put water in a dish below your pot of rosemary.
- Sage is a tender bush. Extreme cold can kill it.
- And if you want to see 32 thyme plants blooming, be sure to visit Nathaniel Green Park.
There are 14 herb beds in the Springfield Botanical Garden. Barb Emge definitely knows a lot about herbs!

Becky Shaw reported on the many retirement parties that are scheduled. See the list on the web site. These parties are always a nice time to meet with your friends. MRTA certificates and gift bags organized by Jeanie Kendrick will be given to each new retiree at the May 19th Republic School board meeting. A one-year membership card to RARSPA will be included in the gift bags.
Kerry Welch reported that the Republic Pregnancy Resource Center is very appreciative of all the donations of diapers, etc. She also said the Resource Center recently qualified for gifts of layettes from New Borns in Need. Karen Goodin explained that the New Borns in Need facility is in the old K-Mart building behind Bass Pro. She said that volunteers cut, sew and stuff the layettes into bags Mon-Fri from 9:00-1:00. The layette bags are sent to hospitals and resource centers throughout SW Missouri and NW Arkansas. These layettes will be given to new mothers by our local resource center.
Protective Services chair Ann Webb asked, “How private is your medical record?” You do not have to sign a blanket waiver for an insurance claim. Only release the records that pertain to the procedure covered. More info is on the web site.
Barbara Self reminded the group of “Give Ozarks Day”, a 24-hour day of on-line giving, that will take place Tuesday, May 3 rd . MRTF has joined as an organization that can receive donations. Cindy Crabtree said that People Helping People and the Bag Ladies will also be on the list.
Jenifer Young reminded members that MRTA mailing labels have been sent out. Hopefully, we will send a donation to MRTF for these labels. Those donations will help fund the MRTF Classroom Grants.
Kerry Welch had information about Yvonne Heath, a Republic teacher who has served on the Board of Trustees for PSRS since 2008. She and Aaron Zalis from Rolla are up for re-election. Ballots were sent out, but you can vote online or by phone until 5:00 p.m. May 13 th . Please support these loyal educators.
Becky Shaw was chosen as RARSPA delegate to the MRTA state meeting.
Retired Educator’s Day is Wednesday, June 8 th . Republic mayor Brian Buckner will sign an official proclamation at our next meeting, our picture will be in the paper, and a Retired Educator’s Tea is being planned at the high school on June 8th .

The meeting was called to order by President Becky Shaw. She introduced the speaker: Mr. Paul Weingartner from the Center for the Blind, 1445 N. Boonville Ave., Springfield, MO. Mr. Weingartner described his childhood before a loving teacher determined that he had vision problems. He is considered legally blind at 20/300. He does not see colors and is light sensitive. He was one of the first children to be given a retinal exam. School work from chalkboards was difficult for him, but he graduated from college. He is now a national representative for the blind and works as the director of the Assemblies of God Center for the Blind. As a ministry, the Center for the Blind began as a way to make Assembly’s materials accessible for the blind worldwide. They provide digital machines that translate into braille. They provide digital talking machines and a lending library of durable cartridges in Daisy format which allows for more content. They produce Word Play workbooks for blind children with tactile stories, games and pictures. They also lend out Kid’s Kits which are plastic tubs that include a braille book with small toys and items that make the story more understandable for blind children. Volunteers are always needed to read books and materials. This can be done from home using a microphone connected to your computer. You can learn more by watching U Tube video about the Audacity program. This program can be downloaded for free. If you are interested in helping produce cartridges for their lending library, call 831-1964 or send your email address to [email protected]. You will be contacted in May. You are invited to visit with Paul & Caryl Weingartner at the National Day of Prayer luncheon to be held at Grace Assembly, 500 W. Mt. Vernon, Springfield, on May 3. A $500 scholarship for a college student majoring in education is available from RARSPA. RARSPA meeting minutes for February 25, 2016 at Heady’s BBQ
The meeting was called to order by President Becky Shaw. She introduced the speaker: City of Republic Mayor, Mr. Brian Buckner. Mr. Buckner stated that he first became a member of city council in 2005. In 2008 he ran for mayor and has been unopposed in each election since that time. From 2000 to 2010 the population of Republic grew by 74%. In 2008 Mr. Buckner chose economic growth as his vision for Republic. He wants every city department to be “more efficient and more effective.” The city consolidated with Brookline in 2005, and since that time 1000 new jobs have been created in Republic. Mr. Buckner praised our school district, and said it has been an economic driver for the city of Republic. School and city leaders meet once a month to coordinate how each can benefit the other. The city helped the school obtain zoning for the new bus barn. Outdated police cars and park buses have been donated for school use. Mr. Buckner is also very proud of the State of the Community banquet that is hosted by the high school for the city. All residents are invited, and the banquet is usually held the second week in November. The present population of Republic is estimated to be over 16,000. With 23,000 cars per day entering Republic from the west and 27,000 cars exiting Republic on the east, Mr. Buckner believes Republic will continue to grow at a rapid pace. Mayor Buckner then answered many questions from those in attendance.

Barbara Self, MRTA president, stated that Legislative Day at the Capitol on Wed., February 17 was the biggest one ever. Over 1000 MRTA members attended to talk to the legislators. Barbara announced that HB 1710 is in a good position to be passed this session. The Community Service committee also decided to help the Pregnancy Resource Center this year. Donations of diaper cream, baby powder, and baby-related coupons would be appreciated. The Center is located at 291 Hwy 60 West and open M-Th from 10-4. They will be having a garage sale on Saturday, April 9, at the Community Center. You can rent a table for $15.00 or donate gently used items to them for resale.
ID theft was the topic for Mary Blanche, Barbara, and Lisa. The new MasterCard from MRTA comes with ID theft resolution protection. Hacking of your Facebook account can be caused by malware that can be hiding in apps that you have downloaded to your phone. Be wary of logging into apps through Facebook.

MRTF has $500 grants to be awarded to classroom teachers. The applications are available to any current public school teacher. Check with your principal. They will have the applications available very soon.
The city of Billings is collecting nice used hard-back books for their new library.
The RARSPA scholarship of $500 is available to any college student majoring in education. The committee of Barbara Self, Cindy Crabtree, Beth Vernier and Gail Saunders will meet Thursday, March 24, at Rocco’s Pizza at 1:00 p.m.
The officers’ planning meeting will be Thursday, March 24, at Calvary Baptist Church at 2:00 p.m. All committee chairmen are invited.
The next meeting of Republic Area Retired School Personnel Association (RARSPA) will be Thursday, March 31, at 12:30 p.m. at Diamond Head Restaurant. Please plan to attend.
The meeting was called to order by President Becky Shaw. She introduced the speaker: City of Republic Mayor, Mr. Brian Buckner. Mr. Buckner stated that he first became a member of city council in 2005. In 2008 he ran for mayor and has been unopposed in each election since that time. From 2000 to 2010 the population of Republic grew by 74%. In 2008 Mr. Buckner chose economic growth as his vision for Republic. He wants every city department to be “more efficient and more effective.” The city consolidated with Brookline in 2005, and since that time 1000 new jobs have been created in Republic. Mr. Buckner praised our school district, and said it has been an economic driver for the city of Republic. School and city leaders meet once a month to coordinate how each can benefit the other. The city helped the school obtain zoning for the new bus barn. Outdated police cars and park buses have been donated for school use. Mr. Buckner is also very proud of the State of the Community banquet that is hosted by the high school for the city. All residents are invited, and the banquet is usually held the second week in November. The present population of Republic is estimated to be over 16,000. With 23,000 cars per day entering Republic from the west and 27,000 cars exiting Republic on the east, Mr. Buckner believes Republic will continue to grow at a rapid pace. Mayor Buckner then answered many questions from those in attendance.
